Select a measure, then press Ins or use the menu Create → Measures → Insert Measure to insert a new empty measure before the selected one. As far as I understand, the way to create an anacrusis/pick-up bar in Rosegarden is to adjust the size of the segment to include, say, only the last beat of the first bar.
